Add people in the military, prison industrial complex, those disabled by dangerous occupations, and discouraged workers, and the figure would be higher. Depression era figures of 35% is an e.g. of what happens when capital rules with no regulation or controls. Furthermore, capital runs to the nanny state and benefits from its protections as a norm. Nazi Germany is your model.

Some borrow and repay the SBA for modest loans. They work hard and realize the fruit of their labor, and employ others in the process, often honestly and fairly. The U.S. was on the cusp of industrializing in the Mid 19th century, with the foundation provided by the wealth produced by slavery. Ever hear of the Triangle Slave Trade.
