OK, so Dick Dale set the bar very high, whilst the Shadows gave the pop audience an avenue in. But the Spotniks - what an embarrassment. To see a band that wasn't widely popular, but had genuine oomph, look up The Atlantics.

They made some interesting spacy noises. And don't forget ,these dudes came from northern Scandinavia.Both ends of the spectrum have their merits, sophisticated Shadows,to Dick Dale. Although, I tend to go more for the U K side of things ,like Joe Meek's Tornados. European instrumental outfits had more of a "widescreen" sound.

You got guys doing pretty tame surf rock and some quirky moves thrown in. Devo was much more concept based. If you want to suggest that Devo ripped them off, that's fine. But there's no comparison considering musical influence and pure innovation in their respective times.
Besides, if all you think of is "spacemen with jerky movements" when you think of Devo, you've missed the point.
