It seems to me as if this runway was made from a strip of road. I can tell because the center lines of the runway are not what are on FAA approved runways. It is only FAA approved to have runways marked like this if it is a highway strip, which is a runway made from a road. Makes this all the more interesting because a highway strip is only used by military personnel (from my experiences at least). Wonder what a Cessna Citation Mustang is doing there. If this vid wasnt stolen, what's the ICAO?

Considering its a FAA regulation that a aircraft can fly 200 feet over a active runway when its occupied (In the sense of airfield checks through Airfield Management, construction, snow and ice control programs, etc...), there isnt anything wrong with this.
However at the same its during take-off and most towers have personnel leave the runway during take-off and wait until the aircraft has vectored onto their route of flight before allowing someone to go back onto the runway.

@onecheman Dissagree, it is not an F20, its an F10 or F100. Easiest way to tell the dif is the 20 has landing lights on the fuselage right at the wing root. The plane in the vid has lights on the gear and 2 ID lights in the nose. An F10 or F100.

@onecheman Dissagree, it is not an F20, its an F10 or F100. Easiest way to tell the dif is the 20 has landing lights on the fuselage right at the wing root. The plane in the vid has lights on the gear and 2 ID lights in the nose. An F10 or F100.
