For your information, They DID build drains, but it gets flooded because it has smaller pipes than other rainy countries, 'cause its a desert, and it rains for few days and few months, but when it rains, it rains HARD !!!
Thats why it floods it all, dont give people wrong information on stuff you dont know ^^
