It is quite simple to edit old N64 roms to change sounds and textures.

I assume our good man here recorded some of Luigi's sounds when he was playing with him on the Luigi's Mansion map, and then put them in the original Smash Bros as replacement for Luigi's normal sounds.

NikoPunkSUPEERMAARIO is running Super Smash Brothers on an EMULATOR on his COMPUTER. He can easily go in, and edit texture files LITTERALLY in Microsoft Paint and then just save them so that character looks like that. Its really easy to do in other N64 games, like LOZ:OOT
