It's gettable, it's just that there's soooo much information that the anime hasn't given yet, and lot more that it will probably never give. The source material is a novel (more or less) and the anime boils that novel down to make it a horror.
Higurashi no Naku Koro ni(Kai) was originally a horror/murder video game sim. It was then made into a manga, then a Novel, and now its an anime we all love. This season should answer all the remaining questions not answer'd in season 1
