If i were in your position I would get out of the car and make the individual step out of his. I would then ask him for ID and stop him from trying to get back into his vehicle. If he takes off CALL THE POLICE.
Actually yes, an off duty cop can stop you and give you a ticket and even arrest you like any on duty cop. They have the same powers on or off the clock. But in the end this was not a cop at all. Being in what I assume is a private lot though, he has no authority to tell you you can't do what your doing unless the company wants you gone for trespassing.

@Jakepod34 In jersey a guy in mini van very well could be a cop. In the county I live in cops use random unmarked cars like corollas, buicks and grand ams to name a few.
One of the guys there that day called his father cause he's a cop and and they knew nothing of a DT conversion van around the area. I dont remember if they searched for him or not but the highway was was like 1/4 mile away so he was long gone anyways. In jersey volunteers use blue lights

I have a black used police interceptor with strobes but no siren (i play it through the speakers with my ipod lol) but i'll wait until i see someone doing something stupid and i rush up on em and flash the lights/siren and when they pull over i just sit there for a bit and then slooooooowly drive away haha they're always like "uhh... wtf was that?"
I would have called the police....like seriously...no cop would pull you over in a conversion van....Those are sometimes for prisoner transport....I would have let him chase me
