I for one am truly curious as to the reason behind this unusual countdown. Where and why did this happen?

It was live on Chicago's WTTW in 1989, and was a celebration for the 10th anniversary of the independent film and video showcase, Image Union. Don't have any idea why they counted up to 30, though. Seems like no one was prepared for that.
