quran 5:44
وَمَن لَّمْ يَحْكُم بِمَا أَنزَلَ اللَّـهُ فَأُولَـٰئِكَ هُمُ امُّسْلِمُونَ ...
..And whoever does not judge by what Allah has revealed - then it is those who are the muslims.
