There could be a water pipe that leads from the villages. Have the water cooled at the source via refrigeration. Have that and pumps powered by sun panels. Then as the cold water goes through the pipe. You should be able to get even more water through condensation off the pipe.

The problem with cities is smog. That water would be no good unless we turn completely away from fossil fuels. It would be cancerous now.
