It will be up to the police to decide who is suspicious and whether or not to act out on it. A judge needs to provide a warrant to ensure that police do not abuse the position they are given.

It will be up to the police to decide who is suspicious and whether or not to act out on it. A judge needs to provide a warrant to ensure that police do not abuse the position they are given.
