Just because the government is heartless, does not represent the people, the place in which this video took place in has a lot of migrant workers from rural China with little to no education. I seen a video where a man helping a woman whos purse was stole was stabbed he laid on the street bleeding to death and many people walked by him. In fact one person got a phone and took a picture.
