I've heard the Idea that the whole "tune in, turn on, drop out" thing was invented by the CIA to sidetrack the Hippy movement from social activism and get them focused on just 'feelin' good' & being lazy. The Idea is that Leary was their frontman in promoting that Idea. I've also heard that the Greatful Dead were part of that whole CIA project too (less evidence for that one though) The CIA wasnt counting on the drugs like LSD 2 cause this attitude, rather it was the Philosophy Leary preached.

Based on the evidence they provided, I fail to see how the conclusion can be drawn - that timothy leary was a "rat". The quote given seemed to imply that he wanted to open an honest dialogue about the counter culture with the powers that be. There is a book called "The Politics of Ecstasy" by Timothy Leary.
It's an amazing book that you should read.
It will educate you on what, when, how, and why Leary and others experimented with hallucinogenic drugs.
