Yes, it is a parakeet. Just because it isn't a budgie, it doesn't mean it's not a parakeet. There are many different species of parakeets, many of them larger and noisier than budgerigars.

It's an Australian Rainbow Lorikeet. Very social pets, but not for beginners. Go google it.

put water in a bowl for it it wants a BATH try that .sometimes they like about a inch of water to splash in .
