Look the whole thing the government is trying to do is to "prime the pumps," meaning the government has the resources to invest in green technology, i.e. solar, wind, nuclear. Their investment would lead to cheaper prices for these technologies and as a result spur private competition. Granted there is a certain way this needs to be done and what they are doing now may not be the right way, but the general direction of government involvement is good, just like with computers or internet.

Water holds a fixed amount of gas at a specific temperature, no more, no less, provided the supply is available to it. As water warms, it releases that gas as its storage capacity decreases with temperature. If the Oceans are containing more gas now than they were, then this is incontravertible evidence, that the Oceans are COOLING! and therefore, the storage capacity has increased. Anglers know this!

The reason infrared googles are expensive is that ordinary glass blocks the infrared light. So CO2 in a glass bottle will not pass infrared because of the glass not the CO2. That could be air inside the jar and the thermal imaging camera would still see nothing.
