I think that the basic problem with any sort of lottery is that 1. you're encouraging foolishness ie. people throwing their money away for that one big chance of a payoff instead of doing something constructive with it like improving their homes. 2 Putting all whole bunch of money in one pot - always a recipe for corruption. Yeah education sounds good but whatever is put in the lottery for education the moneys that were earmarked for education get pulled and used elsewhere - corruption again!
