What i was pointing out is that Scottish Traditional Dress is for Scottish blood only. You can't have African blood in your veins and be Scottish at the same time.
I think it's safe to say that if Scottish people (or any non-Negroes for that matter) went over to Africa and got kitted out in Traditional African Tribal Dress, the natives wouldn't be too pleased! (and rightly so!)
Blood and culture. Scots are the same race as most of Central and Western Europe. But Scotland is defined by its cultural heritage (Pictish/Irish/Anglo-Saxon) that is a direct result of its racial basis (Aryan/Caucasian).
