When Rosalie was human her last name was Hale.

When she joined the Cullen she keep her last name.

Later When Japer joined the Cullen they have to change the story to adapt it better, so they decided that Jasper and Rosalie were twins and also they were Esme nephews.

So thats why they are Hale and not Cullen, and Jasper's real last name is Whitlock
