I recognize what the cops are doing.
After repeated warnings by PA systems that this is an unlawful assembly and they are ordered to disperse, cops form a line and clear the street.
By that time anyone who's still standing there has repeatedly refused to comply and are therefore arrested...and it's not pretty.
One of the priority targets of these police are the 'community agitators' (instigators) of these crowds.
It's entirely possible that this cameraman was whipping up the crowd.
