You should petition for more there after your first year. You'll test in with higher ratings than most guitar players who will spend the first 2 years gaining the chord vocab you are demonstrating. They save the half tuition money for international students... which is fine because they have a stellar network of international students to hang with and learn from, but you'll just have to fight more for the money and be upfront about it. Keep a folder with all your admin-paperwork handy trust me.
