This can happen because the position of the characters is based on a grid, not individual pixels.
When two characters move towards the same spot they occupy 2 cells next to each other, then, switch cells
eg: [x]-pacman , [o]-ghost, [ ] - empty
Step 1 (moving towards each other) [x][ ][ ][o]
Step 2 (next to each other) [ ][x][o][ ]
Step 3 (swap cells at same time, thus never colliding [ ][o][x][ ]
Step 3 (Both move along their merry way [o][ ][ ][x]

@skoi87 it's called a "booey", and it happens when the player and the ghost both change directions at the moment of contact. If you watch the collision, you'll note that he had just turned "up" and the ghost had just turned "down". Try it yourself, the pattern he used is for the 2nd board in Ms. Pac-Man.
