As for the clothes I believe since he is suffering from PTSD it reminds him of his army days and I guess its a ritual of his or it might comforting.

Wart mentioned Quang Tri, a key battleground of the NVA Easter Offensive, an epic which was kind of the 'Verdun' of the Republic of Vietnam. Perhaps he was an adviser with the ARVN troops that retook the city? From what I have read the South Vietnamese turned back the Red offensive mostly themselves on the ground in 1972, with American and Allied air, fire, naval and logistical support. The ARVN had shown real progress by that time and their victory bought South Vietnam three more years.
