i know why that happens. The bag is a polymer and a soft polymer so because is so soft when you stick the pensil in the bag it seals the hole the pensil made so if you try it with a stirofome cup it wont work because it is a hard polymer.

This happens because Polymers or plastic is elastic and when the pencil is being poked through the bag it first stretches the material so when it breaks it is tight around the pencil and water cant leak through.
