Moreover, a lost arm would probably take months to regrow, it is much more practical to replace it with a robotic one. They seem to work as well as real ones, just take Anakin and Luke as examples.

Yes and no. The clones were the very first Storm Troopers, but after the Galactic Empire was actually established the Stormtrooper Academies were set up and humans across the Empire were recruited.
The nature of those people is rife with speculation. Some sources say the Empire cloned others besides Jango Fett to further expand their forces. Some just say that the recruits were mentally altered for obedience. Regardless, not all Stormtroopers are Jango clones, if any.
