I don't think ist a bug. because I tried it myself but you don't get points for every EMP you trow, you will only get a point when the device is fully charged and I think that EA has meant so because your actually disabling the device temporarily so the commander can't use it.. just as you would RDX only then the device needs repairing before it can be used again
