I have the exact same problem. and ive got 4 GB RAM. Ive tried everything from reinstalling drivers.What i did is i deleted all my drivers and reinstalled the newest drivers. It helped somewhat though. This happened to me on any of the settings Low, medium, high, and ultra. FPS would be going at 60 then suddenly 3-4. Happens every 10-20 seconds.
@GunsMoreGunsAndStuff Ive set everything to low/off and still no go. Its a problem with the game and DICE has addressed it a couple weeks ago. Now its just a matter of waiting for a patch.
@TheCrazyLinkUno if its any help. i never got this issue... maybe on a low scale of jerkyness at 1 second intervals... but thats cause of ping and shit pc...
@points2shopPROOF Also: It happens even when Low settings are on. And if you go on the BF3 forums on the Battlelog site, it seems to be a common error. :-\

If you press ` (butten left of number 1) it brings up a command chat then type in Render.DrawFps 1 to show people what your FPS does
