You are assuming that those that have been killed by the police are criminals, the British legal system has a history of miscarriages of justice (Guildford 4, Birmingham 6 the list goes on). The police's job is to apprehend suspects, they are not meant to judge and execute at will. Police need to follow the legal process and when they don't they become no better that those they claim to fight. In your mind anyone that the police come into contact with is a criminal and thats dangerous.

However, it is easy as anything to spot someone on drugs, and if you look like you take drugs the police can stop and search you, and if you have narcotics on your person, you are breaking the law, and its an arrest that doesnt involve lots of paperwork like a burglary, as its solid evidenve straight out.
