That has some truth to it.Cause raving came from the UK and everyone danced in lines, there was pretty much very little room o move this is how shuffling began.
It was first called stomping in Melbourne Australia during early 90's (Acid House era) and was an underground dance style until the other cities began to adopt it and called it the Melbourne Shuffle.
The dance style is a very freestyle form which encourages experimentations, freedom of moves and expression.
The earliest known footage is a video from 1991 at the Sarah Sands Hotel - Look it up on youtube "Earliest known shuffle".
