@MikeeyD01 If you have followed GTA III since they started working - yes, I think that was the main cause. They deleted some thing in the game because they didn't want to make this game so realistic (to prevent players attacks in real life). For me, that sounds unrealistic, BUT - they've deleted WTC from this game, so yes - I think that's the point.

@Filipcreate They didn't delete the WTC from Liberty City. There is a reference to the Twin Towers at the north of the Callahan Bridge in Newport, but it plays no role in the story.

@MrRytuklis Effects are always better in the beta version of the game :D There are more particles like fog, smoke, etc. PS2 was just to slow to display and framerate was poor. So they have cut it out.

@Filipcreate the darkel mission part that Tulanirebe was talking about when there were kids and you have to collect them and blow them up was true , I have a friend who use to work on R* games and he told me all about the development work they did on GTA 3, my friend also said that GTA 3 had the cartoonish graphics because they planned to release GTA on Gamecube and Dreamcast aswell but the cancel them because it wasnt going to make the cut

@karl221221 when they work on a beta no one gets a copy, they play the beta during development on a development console...theres no disc in the drive either while they  playing the beta its a emulator build in their computers that read the consoles and run the files as a game to the console so the computer can read how much memory they have left in the disc ,FPS (frames per second) to know where to put the graphics option to its limits...and more, copies are made when the job is done completly

@REPOMAN24722 they still have the beta files and stuff but they cannot release it....its only keep for the developers use only.....If you're not working for R* Games, you wont lay a finger on the beta versions

@REPOMAN24722 No matter what, they created the game they do save the files even though they're not going to use it any more...what happen if they decide to make a HD version of the GTA 3 era to PS3 or PC or Xbox ?? what happen if they do want to add some beta features into it ? Never know...R* still do have copies of their betas...did you ever play GTA Chinatown Wars ? if you did listen to the car engines sound.. all the sound effects are from GTA 3 and some sounds are from the beta GTA 3

Yes, it is very classic, so is the game Vice City. That one was great, but GTA 3 was also great. I`d have to say it`s a winning tie, but GTA Vice City is a teeny, wennt tiny bit better because.... Motor-bikes.
