After reading some comments i realise that some people actually have the story wrong here.
This song is talking about a time in Australias history where pokies were starting to become popular and prominent, and the governments(Victoria imparctiular) gained a huge amount of revenue from these Pokie machines. They claimed that it would help the "Trains run on time" as the extra revenue would help them better the public transport system, however they just found other ways to waste the money.

Back in the 70's and 80's on Friday and Saturday night, your average suburban pub was packed. There was live music (free or a small entry fee) and NO pokies. Look at your typical local now - TAB, banks of pokies played by people in a trance and otherwise practically empty. Clubs are the same. If pubs and clubs want to survive, they need to provide fun, safe venues that people want to visit. If all they can do is suck money out of vulnerable peoples' wallets they deserve to fail.

@lbeet1 this song was written about a friend of tim's, who had a gambling addiction. he & his partner had a child, and so he gave up gambling, got a good job and got his life on track. the story goes that one night when his child was young, this guy went to the pub for "just one beer" and sat at the pokies and put 20 dollars in. two hours later, he'd lost his entire bank balance. he was so ashamed he went into a park in north brisbane, got a rope from his ute, and hung himself from a tree.

Australia has a gambling problem in that a percentage of Aussie gamblers impact family wellbeing through gambling. @howerut "Another man makes the trains run on time" is about the money that has been poured into the pokies by the individual and taken by the Government for various funding ie. rail system. "Another man" refers to the suicide of another man. That's my interpretation of "Another Man there was made the trains run on time"

Im from Scotland, as far away from Ozz as you can be and i know all about this song, I’ve got friends who play the "machines" in our bookies and I can see every single thing this song alludes to. I think its disgusting that in the UK we let the bookies openly have the crack cocaine of punting available for everyone to piss their money away on.
