This is absolutely from the Groove Tube. Great movie. The first of its kind back in the early 70s. Richard Belzer and Chevy Chase were unknowns at the time.

IMDB lists "president" among Belzer's multiple roles in Groove Tube. imdb does not list Belzer in the cast for Kentucky Fried Movie. KFM is an enjoyable movie as well, as is Tunnel Vision, although Groove Tube remains my favorite, having seen it while in college when it first came out.
