I think it's South Africa, notice that the driver of the car with the guy with the shot-gun was on the right side. Also notice the arrows on the ground. They're on the opposite side of where it would be in Russia.

No this was in Spain. Im spanish and i live in Madrid. This operation was very sounded in spain. Thats the reason why we dont need weapons here.Becouse we have the best police corps in the world.
