If someone in the 4th century said someone in the 2nd century said XYZ, and we do NOT have the document from the original person in the 2nd century, we shouldn't be telling people that the someone in the 2nd century said XYZ unless we also tell them that the 4th century person SAID that this person said XYZ. also other sects did not favour the decision and did create their own canon, these sects were put to the sword wherever possible.
