My theroy is that the officer/whatever guy is from the old asin movies when Americans first dubbed them. That's why his mouth moves alot and few words come out!

The reason the water drops sound off-click, is because the whole video is out-of-sync.

If you watch these films on Tim Burton's official site, there are no problems with dubbing. The officer's mouth moves as he talks lol!
