In Chinese there are 2 ideas: 人治 (rule by men) and 法治 (rule of law). The former has FAR more currency in China's history than the latter, and while yes, nominally there is a "constitution", its function in Chinese society is markedly different than the logic you're using. Chinese law allows for significant 人治, Executive Power if you'd like.

Everything in this documentary looks fairly accurate, I am however confused by Alex's views on voting and the elections. Its about the only thing i question about him sometimes. How can he state on one hand that there is all this election fraud and candidates are 'pre-selected', yet on the other hand say 'vote ron paul'. seems like a major contradiction... anyone else notice that?
