In all likelihood, the package was at the top of a Bulk Mail Container (BMC) and fell out whilst in transit through the processing plant. It must have been subsequently run over by the wheel of another 4 ton BMC rolling in tow behind the other. It's sad to see that happen, however, this time of year the exploding mail volume and the need for it's rapid processing create unfortunate blunders like this on rare occasions. Folks at the USPS work their butts off in December and hate to see this.
