Vielleicht haben sie die Katze ja gefunden und aus Tierliebe mitgenommen und der Schwanz war zu diesem Zeitpunkt schon ab. Oder sie haben die Katze aus dem Tierheim. Es gibt schließlich auch Hunde, denen der Schwanz aus welchen Gründen auch immer abgetrennt wurde! Natürlich, es ist nicht schön, aber du solltest die Besitzer nicht als Tierquäler bezeichnen, wenn du keine Gründe dazu hast.
