the twister is made by 1: a fog machine 2: some jets of air on an angle and 3: a fan spinning at the top. you can find this machine at a science museum.

I think true tornadoes always start in the thunder cloud. However, if the air is dry, there may not be a visible condensation funnel, and the tornado won't be visible until it touches down and starts kicking up dust and debris.
