I just used tissues, folded them to make them look like airbags, then hot glued them to the steering wheel/dash
Although latex gloves would be a good alternative, since that is more like the actual material that they use, just cut out a square about 2-3 inches and fold the corners into the center, then fold the sides until you get a circle, then hot glue/glue them in place. Then place hot glue/glue on the dash and attach! Voila! scale airbags!
