The last two years, he says. The Democrats took over two years ago. He bitches about the banks, that finance small businesses which employ 80% of workers. He knows nothing about economics. He's right about bailouts to banks but it was a majority Democrat congress that voted for the bailout! Capitalism is the ONLY reason these people get any welfare.
