How come the Detroit Public School Board of Education passed a resolution in 2007 that vacant buildings were not be sold or leased to colleges sponsoring charter schools? Is it that UPA HS has 1 95% graduation rate with 100% of its graduates going on to post-secondary programs? On the other hand, DPS has a graduation rate for those graduating on time of 21.7% (2006) and 24.9% (2007). This is shameful.
