JK rowling never said he worked at the ministry. just when voldemort (via thius picknesse) ruled the ministry, he was put in as the Head of the Department of Magical Law Enforcement ;)

It wouldn't make sense to go back in time... In the third book it says that whatever you go back in the past and change, still actually happened in the present. So it's already pointless to go back and time to kill harry, because if they succeeded he would already be dead.

Lucius would still have to go back and kill Harry, but Harry would still be dead in the present. Then Lucius would probably not go back in time, and it would start some weird space/time continuum pardox or something...

@Anthonymon177 The entire problem with time travel is that it's very easy to create a time paradox, but if you watch the whole sequel, it actually becomes a stable time loop (or two). The writing is pretty great in that regard. :)
