Its a glitch, you go off of the edge of the 3rd island in the NW corner, you need the drive on water cheat, you can go inside the island, im not fucking dumb you ass, says he can fly HAHA, once you on the water with a car, go off the edge of the water, or drive into the mountain, itll take you up.
