Well, Mayor Hickenlooper wants to know how to overcome Denver's reputation of being a "Cowtown."
Here's the answer, "Stop BEING a Cowtown!"
Once Denver enters the 20th century, it has the potential of entering the 21st century. In the mean time, it is and will always BE nothing more than a Cowtown in "Flyover Country" (the part of the U.S. whose sole purpose is to give people a place to fly over when going from one coast to the other).
