Go to Filter--Render--Lens Flare. I usually use 25mm and then adjust the size. Then you gotta use a lot of trial and error (placing it, checking it, then undo) to make sure you got it exactly where you want. If you want to make a diamond glow, cut it out, but save it as another layer, then add outer glow and inner glow and adjust from there.
