Those quotations of Clinton's are perfectly reasonable--the UN would never put a UN force into Israel without the Israeli's support--regardless of what the US would say about it. The UN charter forbids it (look at what's happening with the Sudan now, how hard it is to get UN forces in there). So Clinton's absolutely right in saying what he did.
