Recall that the Reform party released a plan to eliminate national debt in 3 years. The plan was too extreme, but it put pressure on the Liberals. Your deficit assertion is just plain wrong. The Conservatives decided to put the surplus where they believe it can be best used, in the hands of Canadian businesses. If needed, the tax cuts can be recalled.
