That is just a reflection in the lens off a car's headlights, moving at exactly the same speed the cars are and in the opposite direction.

You can see this same thing in dozens of movies with a car at night driving towards the camera.

Not only does it appear before the bright headlight appears but it also moves faster which means it is not symmetrical especially since the "UFO" moves beyond the line of symmetry. That plus the angle of light on the lens would NEVER show such a refraction. There is a 9/11 official MSM video that shows a plane going into the building background and a reflection of it on a car windshield that is in the foreground. Same sort of impossibility - just is.

To me, it appears to be caused by powerful spot lights used for openings, special events and premiers. The beam is rotating and appears to be refracted by the as it passes through the fog/haze.
