I think if you look at education in most "developed" nations, a state monopoly on education has served children well. Part of the problem here seems to be that education is not a priority, or certainly equality in education is not a priority. It was just in the 90's that the US stopped funding schools based on property taxes. Where's the equity in that. If we rely on vouchers that's just another way to separate the well-to-do, or the well-to-do wanna be's from low-income and working class.

If you're saying that because we spend so much on education we should therefore have a good educational system, one might say the same thing about our healthcare system, no? Should we revoke the licenses of the doctors who accept medicare patients? Would that make healthcare better or cheaper?
Finally! Someone who understands that not everyone who is a "highly effective" teacher is gonna be a "highly effective" teacher in every classroom. Those teachers who are dedicated enough to invest years in DCs under-resourced schools deserve to be supported not blamed for everything. Don't get me started.

God bless the hard-working dedicated inner city teachers who risk their lives daily! Teaching the children of gang-members,drug-addicts, prostitutes, illegal immigrants, poverty-stricken families, etc. Many times, going beyond the call of duty to help those people!
