I think of Zatsune, Akaito, Neru, Haku, ect. as the 'evil' vocaloids who pretty much fail at trying to over rule the main vocaloids. Dell's like the... 'dirty' version of Len as he smokes and such, and looks pretty much like a white haired Len. Hachune is like the advisor of Vocaloid but switchs between the 'good' and the 'evil' set of vocaloids because in pictures you often see her with either group. I personally love them all.

How do you know? And so what? Meiko does. I'm not saying it's because she drinks. If you look them up Zatsune, Neru, Haku and Akaito are often one group. It's rare to see Haku and/or Neru with Kaito, Miku, Rin, Len and Meiko. It's like groups of singers under the same record company. Gumi and Gakupo, a brother-sister duo. Miki and Lily are solo's though Miki wants to be apart of Miku's group. Often Haku is shown as not wanting to be evil but is friends with the group that plays an eviler role.

And it became Miku's new group of friends (Kaito, Rin, Len and Meiko, plus acquaintances Gumi, Gakupo and Lily, and Miku's wanna-be Miki) v.s. Zatsune's entourage (Akaito, Neru, Haku and Dell). Battle of the popular nice girl and the mean girl who feels left out and likes causing trouble even if that gets her friends into it too.

Well, they were created as mascots for the people who fail at making the VOCALOIDs sing properly. Therefore, people refer to them as the "failed" versions of their counterparts.

They also lack their own voices, or used to anyway. For the more popular ones (i.e. Dell&Haku, because seemingly no-one cares for the others D:), some fans have created voices for them using the voicebank of the VOCALOID

Curiously enough, a popular Dell configuration is almost identical to a popular Haku configuration.

It's not the fact that they themselves are fail,

but rather the fact that the characers were created to represent people who were fail at using certain vocaloids.

Example, yowane Haku. Shewas created to symbolize the people who couldn't use Hatsune Miku correctly and were made of fail.

Honne Dell, on the other hand, I believe was made to symbolize the people who couldn't use Kagamine Len correctly.

Haku represented those people who tried to use Miku and failed at making anything good, and Neru represented those who just gave up on Miku.
